ALC Registration Guides

ALC Registration Guides:

  1. Go to the official OKCL website (https://okcl.org).
  2. Click on the Centre Registration button.
  3. Click on Apply Online.
  4. Fill the registration form.
  5. Check your mail for the Solar Account credentials and proceed by clicking the provided link for the Solar website.
  6. Log in to your newly created Solar account.
  7. Register your Bank Details.
  8. Generate the mandate of ₹17500 for NEFT and Wait for 24 hours for the reconciliation of the amount to your Solar Wallet.
  9. Apply for the NCR 2025 EOI.
  10. Confirm the payment of ₹17500.
  11. Declare your Address Details.
  12. Submit your Bank Account Details.
  13. Submit your PAN details.
  14. Declare your centre Classroom Details.
  15. Declare your centre Computer Lab Details.
  16. Declare your centre Human Resources (HR) Details.
  17. Upload the soft copy of Legal Documents.
  18. Declare Computer Hardware Through WORM Software.
  19. Upload the ALC Undertaking.
  20. Wait for Verification of your centre details by the DLC.
  21. Wait for Approval of your centre by RM OKCL.
  22. Generation of ALC code.

ALC Undertaking

 

The applying centre has to fill, sign and stamp the Undertaking copy and provide it to the District Lead Centre of their District.

    Registration Fee Structure


    Applicant Organization (AO) has to submit following fees by NEFT mode to OKCL while applying for ALC:

    1. Center Registration Fee (for the first year of ALC establishment) of amount ₹ 17,500/- 

    ₹ 8000/- towards LMS Fees (Learning Management System)
    ₹ 5000/- towards Study Material Deposit
    ₹ 4000/- towards Annual Registration Fee (For conducting 12 OS-CIT batches in a Calendar Year)
    ₹ 500/- towards Processing Fee

    Important Note:Above mentioned fees to be transferred to OKCL by following mode by AO.

    1. NEFT (National Electronic Fund Transfer)

  • AO willing to pay the above-mentioned fees to OKCL should choose NEFT option. The bank to be used for NEFT by AO should be a nationalized bank other than HDFC.
  • AO can do the NEFT either in Offline mode or in online mode.
  • 2. Center Registration Fee (Payable Annually starting from second Year onwards ) of amount ₹ 4,500/- , break-ups is the following:

    ₹ 4,000/- towards Annual Registration fee.
    ₹ 500/- towards processing fee.

    Payment Process

     

    Payment of New Center Registration process can be done by NEFT Only.

    Q1 What is NEFT?
    Ans.  National Electronic Fund Transfer (NEFT) is online payment interface offered by all nationalize banks for transferring the payment from one bank to another bank.

    Pre-requisite for NEFT Process:

  • AO must have account in any IFSC enabled nationalize bank.
  • AO must be having username and password for online banking facility of that particular bank.
  • Procedure of NEFT:

  • AO has to apply for new center on the website communicated by OKCL.
  • AO has to complete all data entry and follow the steps on SOLAR till successful completion of payment transfer.
  • AO has completed following steps while doing the NEFT.
  • Enter Bank Details from below mentioned AO SOLAR Link:
  • Finance>Payment>Register Bank Account Details for NEFT Payment

    (Only IFSC enabled banks and their respective branches are available in above mentioned link on SOLAR)

  • Select NEFT mode for payment transaction and Generate the Mandate
  • Deposit the Exact amount (As Appear in Mandate) in the Bank from account number added as per point No. a Mentioned above.
  •     (Amount deposited in the bank will reflect on SOLAR within 48 hrs during working days)
  • Click on the below mentioned AO SOLAR “button” available on Home page to reconcile the NEFT transaction.
  • After Application cross-verification:

  • AOs are requested to verify the payment status on SOLAR after successful completion of NEFT process.
  • AOs are requested to verify the online balance in respective Bank account after successful completion of NEFT process.
  • Q2 What is IFSC?
    Ans. Indian Financial System Code (IFSC) is provided by RBI to every branch of all nationalize bank. IFSC is unique.Bank and Branch wise IFSC is available on RBI Site.

    Q3 Which bank accounts are allowed for doing transaction through NEFT?
    Ans. All nationalized banks except HDFC which are listed in the dropdown options in the Payment process step of NCR.

    PHASE-I

    EXHIBIT 1: Applicant Organization (AO) will select the following organization type and upload the PAN card while applying online.

    1. If the applicant is of following types, then their respective PAN card details are required.

    • Proprietorship – Individual Applicants PAN Card
    • Partnership – Firm’s/Company’s PAN Card
    • Trust – Trust’s PAN Card
    • Society – Society’s PAN Card
    • Cooperative Society – Cooperative Society PAN Card
    • Public & Private Ltd. Co. – Public & Private Ltd. Co. PAN Card

    During Inspection by DLCs at the proposed location, following document must be submitted by AO.

    EXHIBIT 1: Governing Documents.

    For Municipal Place

    • For Proprietorship: State Shops & Establishment Act.

    • For Partnership: State Shops & Establishment Act & Partnership Deed.

    • For Trust: Registration Certificate & Trust Deed.

    • For Society: Registration Certificate and Rules & Regulations.

    • For Cooperative Society   : Registration Certificate and Rules & Regulations.

    • For Public & Private Ltd. Co. : Certificate of Incorporation and Memorandum & Article of Association.

    For Grampanchyat Place

    • For Proprietorship:Grampanchyat NOC (Mentioning Name of Owner, AO Name & date of business from).

    • For Partnership :Grampanchyat NOC (Mentioning Name of Owner, AO Name & date of business from) and Partnership Deed.

    • For Trust :Registration Certificate & Trust Deed.

    • For Society : Registration Certificate and Rules & Regulations.

    • For Cooperative Society : Registration Certificate and Rules & Regulations.

    • For Public & Private Ltd. Co. : Certificate of Incorporation and Memorandum & Article of Association.

    EXHIBIT 2: Premises.

    • If Owned : Property card.

    • If Rented: Rent Agreement on stamp paper& property card.

    EXHIBIT 3: AO will submit the copy of PAN card.

    EXHIBIT 4: AO installation and Decor form.

    EXHIBIT 5: Undertaking from AO.

    Center Setup


    EACH CENTER WILL HAVE

    • One Central Server,
    • Minimum 10 No’s and up to 50 No’s workstations connected to central Server through Local Area Network(LAN),
    • UPS,
    • DG set(optional),
    • Power Distribution Network(optional),
    • Network Switch,
    • Modem,
    • Peripherals,
    • License Software like OS and Office for teaching and learning purpose,
    • Internet connectivity through ISDN / Leased line / Dial-up / Cable / DSL etc.,

    LECTURE ROOM

    • Adequate ventilation,
    • Comfortable seating arrangements,
    • Writing board,
    • Air conditioning facility (optional).

    COMPUTER LABORATORY

    • Air conditioning facility (optional),
    • Suitable furniture,
    • Ergonomically designed chairs to enable users to work comfortably.

    MISCELLANEOUS AREAS AND FACILITIES

    • These centres may also be used for internet access and communication,
    • Staff Room,
    • Drinking Water Facility,
    • Capacity to comfortably accommodate 24 or 48 students,
    • Adequate light arrangements,
    • Uninterrupted Power Supply (UPS) to all the workstations,

    • The above-mentioned server can support up to 10 clients. If number of clients is more, the server CPU and RAM should be increased proportionately.

    • LAN 10/100 Mbps Network Switch ((D-Link, Linksys recommended).
    • Electrical and LAN wiring perpendicular or 2 feet apart.
    Internet
    • 1 Mbps Broadband connection for all desktops via shared or proxy server.
    Peripherals
    • Headphone with Mic (Recommended Brand: Phillips, Intex, I-Ball etc.) ( minimum 2 per client machine).
    • Web camera (Recommended Brand: Logitech, Intex etc.) ( minimum 1 web camera per client machine).
    • Printer - minimum 600 dpi resolution (Recommended Brand: HP, Canon, Epson etc.) (minimum 1).
    • Scanner - minimum 600 dpi resolution (Recommended Brand: HP, Kodak etc.) (minimum 1).
